…and as I crossed a street, I found something which immediately caught my eye.

As to the photo, what is wrong with it, is that it should be having a squirrel or a snake or spiders living in it. Or an inquisitive kid putting their finger in it.
Nothing is wrong with the electrical box, as it looks like it is not connected to any live circuit. It appears to be just a new utility electric meter box installed by an electrician, that is just waiting for the meter installation and “live wire” connections by the utility.
Keep the safe-distancing questions coming!
The extra conduit coming out of the side is suspicious, like someone bypassed the meter box. There’s also no tamper device on the meter box hasp.
“Energy At Work” logo on a meter box that isn’t connected I’m guessing.
Halfway through the job the installer was told to “work from home”

On one hand, if there are no power lines to the meter socket, not an electrical safety hazard per se, but the electrician should have removed the cardboard blank and put a cover disk in place to keep any rain out until power co. runs their wires to the meter socket, so that’s a fail.
On the other hand, every wire or device should be assumed hot unless you personally disconnect/LOTO and verify the circuit de-energized. HUGE FAIL and HUGE SHOCK RISK without a cover disk or meter sealed in place.
