A winter storm in the northeastern United States — unusual for October — is expected to dump up to a foot of snow. Both the weather and possible widespread power outages are expected to impact travel in the northeastern United States through tomorrow morning, affecting as many as 60 million people from Washington, D.C. through Portland, Maine, as well as New York, Philadelphia, Boston, Hartford and Albany.
